Project objectives


The CDOA project aims to equip future urban data leaders with the competences needed to drive the digital transformation of cities.

The specific objectives are defined as:

O1 – Strengthening analytical and leadership competences

Developing critical thinking, data-informed decision-making and the capacity to manage complex transformation processes in areas such as mobility, sustainability and public services.

O2 – Increasing practical problem-solving skills through Real-World Learning

Integrating real urban challenges into the curriculum (case studies, simulations, work on urban data) so that participants can apply their knowledge in practice.

O3 – Promoting ethical and sustainable leadership in smart cities

Integrating data ethics, green transition and climate resilience into course content and decision-making scenarios.

O4 – Enhancing interdisciplinary collaboration and visionary thinking

Combining perspectives of data science, public management, urban planning and innovation through partnership-based cooperation between universities, cities, organisations and business.

Project assumptions

“Smart Data Officer” curriculum (WP2)

  • comprehensive educational programme for future Chief Data Officers and urban data specialists.
  • Integration of: data management, analytics and AI, public policies and sustainable urban development.
  • Educational modules based on real challenges of European cities, with a strong focus on data-informed decision-making.

Data-Driven Learning Lab (WP3)

  • An interactive learning labwhere participants practice data-informed decision-making.
  • Gamified, interactive “branching narrative” scenarios related to public services, green and digital transition, and data ethics.
  • Film-based learning labs – short educational films and analyses of video material illustrating the challenges of urban governance.

CityData EduHub platform (WP4)

  • CityData EduHub– an open, scalable digital platform for smart city education.
  • A central point for sharing: learning materials, case studies, simulation tools and analytical applications.
  • A collaborative environment for students, academic staff, city representatives and experts.
  • A mobility programme for educators, practice-oriented projects using urban data, and support for formulating policy recommendations.

Dissemination and sustainability (WP5)

  • Information and promotion activities (events, workshops, online actions).
  • Embedding CDOA outputs into the regular study offers of universities and lifelong learning programmes.
  • Support from EFMD in ensuring quality and integrating the programme into European higher education systems.
